refund for canceled spousal application

So I canceled my application in November and got a letter back that week saying I was getting everything refunded minus the $75. And I would get it in 6-10 weeks.
I've emailed Mississauga and Ottawa a month ago with no response. I will try calling today, I'm not sure who to call though and I'm in new Zealand. Thanks if anyone can lead me somewhere...

I've copied this from a 2013 thread... the number worked for me calling CIC from the UK a few days ago.. you have to go through a ton of automated messages before getting to a person, but it is possible!

Yes! Thank you I found it as well. After all of the automated msgs they were not accepting phone calls

if you paid through Credit card, cic will refund directly back to your credit card so please pay attention to your credit card transaction and if not , you may try iprms-sigpr@@cic.gc.ca ; I got feedback from this email regarding application fee refund.
