Should Refugee Travel Documents apply on urgent bases of normal? What is process time of RTD? My wife is protected person in Canada and I am living in UAE. Can she get RTD on urgent basis to meet me?

To the best of my knowledge, UAE doesn't accept RTDs. You would need to meet in another country that is not your wife's country of persecution / home country.
