if can,so when?
before the hearing or after the hearing,

look on http://www.saskimmigrationcanada.ca/sinp

decide what category you want to apply under and check if they say anything about refugee claimants.

for skilled worker category for example they state directly that you wouldn't be eligible.

My guess is that you can't apply in any category.
