If it's useless and the government knew everything, why did they put this option on the House of Commons website ? It's useless from your viewpoint.
Once something is decided, the petitions are only bells and whistles. Petitions don't cause anything. If they do, then it was already decided long ago to make changes and the petition was just a useless exercise.
