You don’t need to apply for JR to apply for H&C. If your JR gets denied you will be in the same position if you then apply for H&C. If you are out of status you risk removal when applying for H&C but it is usually put on hold until your H&C is processed.

One of my friends his removal order inactive for lastly 8 years this is mean no deportation for those ppl

I have seen one that took 1 year and three months. Each case is peculiar.
