Having a child in Canada doesn’t guarantee H&C approval. It is something that will be considered and the conditions in your home country and the child’s access to things like education, healthcare, etc. are some of the things that will be a factor. If you had your child after applying for H&C you should update your file.

He would not have access to public education for free from abroad. To qualify for public education without a fee you have to live in a certain district or get special approval if living outside the catchment area but still in the province. How old is your child? It sounds like they may be very young. Many things are considered in an H&C application. It is very important that you show that you are not dependent the government for financial support.
If you left Canada within the time limit stated on your departure order (30 days) from the date it became effective and registered your departure with an immigration officer, you do not require an ARC to return to Canada.
