If you get an approved LMIA, you can certainly apply for a work permit however approval may be quite challenging due to the failed refugee claim. You would also need to go through the ARC process to be allowed to return. If your H&C application receives AIP (approval in principal), then you will be able to apply for an open work permit. This assumes you are able to remain in Canada and don't leave. If you are forced to leave Canada, the chances of getting a work permit approved from outside of Canada will be very low.Also I applied for humanitarian because my baby born here in canada
