I created a profile and submitted yesterday but immediately I got a "Ineligible profile" although I have checked in the tool and I have 67 points for FSW.

1. Could it be because I mentioned less funds ($CAD 22000) for a family of four(Self,Spouse and 2 kids <18)?

2. What are the steps to recreate the profile? do I have to undergo creating a new GC KEy or is there a way i can re-edit and submit again?

3 If creating again what should be the answer for the question In the personal details section "Has XXXXXX applied to Citizenship and Immigration Canada before?"

That was probably because of NOC mismatch that you stated for the profile in general and for the work experience.
I think you will need to create a new profile.
I've got 3 of those ineligible profiles because I incorrectly stated NOC. I suppose the only way to delete them is to wait for them to expire ;)

Probably, enter the funds more than or equal to what is required for a family of 4 and try again.

No, you can use the same GC Key. Try to edit the same profile or create a new one with the same login.

You have not applied to CIC before. i.e., your PR application has not been submitted. creating a profile is not submitting PR application to CIC. So select "No"

Use the same login/GC key, it is absolutely fine. Also check that you have enough funds
 
I am posting this so as it may be helpful for any othe person struggling for the same reasons as i did.
I recreated another profile by modifying the fund requirement according to the fund requirement mentioned in the cic website for a family of four and it worked out, my profile was successfully submitted.

"Has XXX applied to Citizenship and Immigration Canada before?"

I am filling my profile details after being issued an ITA.

My question is I have applied for an (Online) Tourist Visa and not received any response. Is it considered an application to CIC?

I've been debating whether to withdraw that tourist application as well.
