Reconsideration for study permit refusal.

Hello.
This is Siva from India. I've applied for study permit application in August 2020. I defered my intake from SEP 2020 to jan 2021 because of delay in getting study permit approval. As the IRCC divided the study permit processing into two phases because of Covid-19, they issued me phase -1 acceptance as AIP in October based on eligibility criteria and they told me that I can start online classes. Meny official webinars explained that Phase- 2 will be rejected only if the candidate has submitted illegal documents or any criminal background. But, my application was rejected based on eligibility criteria as follows
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in
subsection 216(1) of the IRPR, based on the purpose of your visit.
• Given the applicant's previous education and/or employment history, I am not satisfied
that the motivation to pursue this particular program at this point in time in Canada is reasonable.
Refused under R216(1)(b).

My doubt is, why they rejected my phase-2 based on eligibility criteria eventhough I have AIP?
As I started online classes based on AIP, I am in so much confusion.
Can I ask for reconsideration by raising a web form with the above questions? Or suggest me how to raise the web form for reconsideration and on what basis.
Please help me to get approval.

Since you have an AIP, in my opinion, the best bet is judicial review since you have a strong case. But JR is a big decision so do thorough research before going for it. Have you already started your classes?

I'm not going for Judicial review.
Can I ask for reconsideration by raising a web form?

You can try, what's the harm in sending a webform if SP is already refused. In your refusal letter, there must be a link at the bottom to contact the visa office that gave you the decision.

If your reapplying please oder your gcms note....it will clearly tell you the resons.....my first application back in Nov 2019 got rejected and I raise a mail to reconsider but nothing happen......then I ordered my gcms and filed it again and I got the visa.

What are your reasons for rejection? And what did they explained about your reasons in GCMS notes? Could you please elaborate, I won't repeat same mistakes.

Resons where I was not meeting SDS eligibility.....that was not true.i score overall 8 with not less than 6 in any module, i paid my 1 yr fee and also gic. Thts the criteria for SDS.
They didn't reconsider my application so I reapplied.

Since you have aip and still studing you can write to them with your first sem transcript and enrollment letter

Hi shivadilip please do you know a lot about the Jr procedure.
I did it and was told they will reopen my application last week Thursday.
How long dies it take to reopen and redetermine the case...
