CIC has their own procedures and there may be some small point which they're not sure about - say some date where they don't have a record or officer can't make a reasonable assumption. Then he/she will ask for RQ.
My case, applied in June 2013 . Wife got RQ in 2014 March. Sent all docs and she got small RQ in May for specific docs. Replied that then she got letter for fingerprints. Did that then both of us got test/interview letter in July 2014. All this time, no RQ for me.
Then this year got RQ for myself in May and sent all docs in June. Finally got DM on our ecas in early Nov.
I have given you some advice in your other posting re: medical records. Hope you have seen that.
I can add one more thing. When you send the RQ back, make sure you add a cover letter and explain in detail all your trips outside of Canada and any other relevant points such as about your job, where you stay, if you moved - why etc etc. I had been making excel file of all our trips since coming here 10 years ago so I sent all of that data too. My letter was about 5 pages long. The idea is that if the person seeing your RQ has any question, he/she can refer to your cover letter for an answer and hopefully the processing is faster.
In case they asked for passport photocopies ( which they did for both of us), then suggest go to Staples and do color photocopy of each page. It's more expensive but super clear and detailed.
We are standing on the outside so we don't know what procedures CIC has to follow. Let's be patient and let them do their job properly and carefully. I'm sure in a year you would have come to the end of the journey. Good luck
