Received a letter from CIC and do not understand what it states - PLEASE HELP

Hi,

We sent in our application to CIO in Canada and also paid the application fees online using a visa card of $1100, which has been charged to our credit card back in September. We also filled out IMM 5620 with our credit card information on it while sending in our application. We also sent in the Receipt and the transaction approved copies to the CIO.

We got a letter from CIO saying the following:

" Please find enclosed the HPM in the amount of $1100 which you submitted to our office. As your application also included a credit card fee payment form IMM 5620, we are returning your HPM payment.

If you require a refund please contact the financial institution which issued you this negotiable for a reimbursement of funds.

Please refer to the attached Appendix A. Thanks for your interest in canada."

“And in Appendix A - it mentions we have failed to submit the application fee.”


I have the following questions:

1) We do not understand what the letter states.

Please let me know what the letter say...

hi there,
you saying you paid fee online, asfar i know there is no such system that you can pay fee online, secondly where are you from, reason iam asking is that u filled and sent payment form with your application, but in some countries it is not possible to use your credit card this way without 3 digit security code. try to keep it simple use bank draft or same method of payment cic mentioned in guide. seniors to comment aswell on issue plz

After 2009 sept there is an option to pay apllication fee online.
So I paid online.

But I dont understand what the letter states, please explain.

I don't think you can pay online. You can only pay by credit card!

Online payment of fees is only possible for people in canada.For the rest of the world,people have to fill out the credit card form with credit card details and send it to the CIC along with the rest of the application.Given below are the only categories for which you can pay through Internet.

Hi,

But on the federal skilled worker catogery it clears states we can pay application fee online by using a credit card after 2009 sept.
We have paid and the amount has been credited to my credit card back in sept 2009.

The letter from CIC states that they have returned our HPM payment. we have not received any money from them and also do not understand what the letter states.

Can anyone please let me know what the letter is trying to say?

As far as I know, you can only pay online if you are within Canada.

Seems like the amount has been deducted, but never reached CHC Canada, so you might need to do the following:

1- If you didn't receive a File Number, this means your application was not filed and put to queue.
2- You need to contact your bank in order to reimburse the amount.
3- IF they returned your application form, you need to file it again including the credit card form with credit card details and send it to the CIC along with the rest of the application.

basically it means you should NOT have paid online because its only for people inside canada, but since you also included form 5620 they will debit your credit card the fees and refund the one you already paid online.

the confusion comes from whether they will automatically refund or do you have to ask for refund?? and if you have to ask for refund is it from the HPM or the bank?


PS: my application was not returned with this letter.

In IMM 5620 form at the last it is written
For official use only Authorization number
What is the authorization number?
While I applied I have not written anything with the assumption that this section is for CIC official only. Also this section is not fillable.
Since Nov I did not get any reply from CIC
what I should do?
your suggestion is higly appreciated.

You are not required to fill the authorization number field so what you did is correct.
As for waiting since November, did you check your spam folder??? did they charge your CC?? if not then i suggest Sending a letter to Sydney or just send a new application.
This is an unusually long time, although it happens.
I am not a senior member but i hope one of the seniors would reply to you too.
