Receive a letter from IRCC to pay tuition fee!

Guys is there anyone who receive a letter from IRCC to pay the first semester's tuition fee? What will happen if he/she does not get the VISA? Or what if they plan to change their DLI?

Share the contents of the letter first. Secondly, refund is up to the institute, not IRCC. Check institutes refund policy for rejected visas.

She plans to change the DLI after receiving VISA and now she does not know what should she do.
This is the letter.
Proof of tuition paid: please submit proof that confirms you have paid your first semester's tuition.
This must be received at this office by 2020,11,12
The above information/documents must be received in our office within 90 days from the date of this letter. You must upload the requested documents by using MyCIC account within the time frame indicated above.
Once the deadline has passed, the ability to upload your document will be deactivated. If you are unable to provide the requested document within the time frame provided, we recommend that you write an explanation and upload it in lieu of the requested documents.

Okay, in this case, check refund policy of the DLI. There's usually a deadline before an applicant can withdraw 100% of the funds without penalty. Check those dates. If there's a time margin that can be utilized then do it. If not, it's better to just change DLI, submit fee and update VO based on that info. I am assuming the course is some what similar in both DLI's?

they are asking proof if you have paid first semester fees? has your friend mentioned in application that she has paid fees?
they are not asking you to pay. just asking for proof.

Write a webform inquiry and send a question to VO. Confirm that this is absolutely the intention of VO to submit first semester fee or is it a miss understanding? Send updated financial documents to confirm that your friend has the required funds for entire 1 year education, living expenses and additional funds on top of that.

But confirm this before. Because if its mentioned somewhere or in a wording that may indicate that the fee has been paid needs to be resolved.
