Guys is there anyone who receive a letter from IRCC to pay the first semester's tuition fee? What will happen if he/she does not get the VISA? Or what if they plan to change their DLI?

I don't know what's happening there!interesting... maybe they want to confirm you wont change DLI. i dont know.
Okay, in this case, check refund policy of the DLI. There's usually a deadline before an applicant can withdraw 100% of the funds without penalty. Check those dates. If there's a time margin that can be utilized then do it. If not, it's better to just change DLI, submit fee and update VO based on that info. Sure, thanks for your help.Write a webform inquiry and send a question to VO. Confirm that this is absolutely the intention of VO to submit first semester fee or is it a miss understanding? Send updated financial documents to confirm that your friend has the required funds for entire 1 year education, living expenses and additional funds on top of that.
