I lived there in 2004, for more than 6 months. After that I havent been there.

How did they know that you lived in Abu Dhabi, then? Did you mention it in your address\personal\travel history? You're only supposed to provide details for the last 10 years or since you turned 18 (whichever is earlier).

Exactly! Basically they assess you on the basis of information that you provide. Since you have mentioned in the travels form that you stayed in Abu Dhabi, therefore, they are asking for PCC from Abu Dhabi. Anyways, you can email your VO about it. They can help you out in this.

I never mentioned Abu Dabi in my profile. It has been more than 13 years that I have lived there. Never went back there after 2004..

Is there a way to appeal, I still do not understand why I got rejected . I provide all information requested since 2007. I don't understand why I got reject based on something related to 2004

then returned for four months that counts as spending six months there. Therefore, you
would need a Police certificate. In addition, you did not provide a letter of explanation

1) It says that you mentioned the UAE in your "address and background" histroy. So you must have mentioned it, There's no other way for them to know. They can't check every country in the world to see if you've been there.
2) It also says you turned 18 in October 2004 and that you lived there till June 2005. That's almost 9 months.

The refusal is valid. You've lived in UAE for more than 6 months since turning 18.

It'd be quicker get a PCC from the UAE and reapply. All the best.

That part I understand. I was there in 2004, for more than 6 moths. What i do not understand: The system says: Provide your police record or provide your travel history or personal history for the person after 18 years age old OR from the 10 years. I did for the past 10 years, never in my application I mentioned Abu Dabi.

That's why I advise you to call IRCC.
