Guys, he is a resident of Punjab state. It is a bit different in that area. I would still recommend him to attach both just to be on the safe side.

Well, sorry to be the harbinger of bad news but this is bad. Instead of risking it, raise a CSE and send them scanned copies of originals and write a polite letter requesting them to add these documents to your application. If you are lucky, this will go smooth. Wish you all the very best :) .
I am not sure what a CSE is, but about an hour ago, I added all the originals as additional pages (48 pages) in the Schedule 4 PDF, with an explanation why I did that, and submitted. I hope it works, but I must say I am utterly disappointed once again with how this whole thing works. I just cannot understand why the system should be so harsh. People make mistakes, just get back to them and give them a chance to set things right. ı mean it is not a small thing, right? I have paid around 10.000 CAD for Canadian PR applications since 2014, and spent god knows how many hours. In short, I put my blood and sweat to it. And what do I get in return, "Oh well, we don't accept notarised copies because they are not originals". Somebody should remind them why copies get notarized - to make them as valid as originals!

I still feel that you should raise a Case Specific Enquiry- CSE (read this for more info: https://secure.cic.gc.ca/enquiries-renseignements/canada-case-cas-eng.aspx). You can expect acknowledgement in 10 business days.

Write a polite cover letter (LOE) with reason for raising CSE. Create an index table in the letter clearly mentioning all the documents/sets you are sharing through CSE and request them to add the documents to your application. Create separate files for different information (Education, PCC, experience etc) because going through 48 pages without any segregation/tagging will be a task for visa officer. Also mention that although you have shared all the documents in Schedule 4 pdf, you are raising CSE to share the info in a more systematic manner.

Thank you, singhyogeshkumar. I will do that. FYI, I didn't just dump all 48 pages and said here are the additional documents. I created a list of contents and a table, explaining the locations each page pertains to in the initial application. It is very much tidy, but I will certainly apply your suggestion too. Thank you very much!

I dint see this forum and this happened ------
Hi, every one
Received bad news today. CIC cancelled my application . Shocked Shocked Shocked Score --935
AOR-20th feb 2016
Medical Passed -24th MARCH2016
BG in Progress-24th MARCH 2016
APPLICATION REJECTED -29TH MARCH 2016

CIC issued the following letter--

"The Police certificates from India that you provided with your application are not acceptable as they do not cover the full period of time spent in India. You have indicated in your address/personal history that you resided in India from February 2005 to September 2015 and the Police Certificates that you have provided only cover the dates from January 2014 to September 2015"

CIC had asked to provide history of residence for last 10 years in the application , so i provided them with the 3 addresses , where i lived in india .
and i provided the PCC for the place i have been CURRENTLY residing for last 1.5 years . and the same address is on the passport also .
They did not even mention which docs they require nor gave me an opportunity by asking for additional docs also

How long dose it take to get PCC from BLS ( Indian consulate in Canada)

Sorry to hear that. Instructions clearly say provide police clearance from all countries you have lived for six months or more since the age of 18. The above result seems in line with this requirement.

Yes. I have been living in India from birth and I provided the PCC of the address I have on the passport and have been living for par 3 years . I have not lived more than 6 months in any other country. So it's not in line ...CIC did not accept it because it was area specific and not country specific. In India you can get PCC from a police station only if you have the same address as in your current passport.

My point is that CIC should clearly mention to take the PCC from the passport office or through ministry of external affairs . They should not mention that contact SSP Mohali for your PCC.

I am not well aware of the specifics, but CIC is okay if you get a PCC which does not mention address at all and just say that there is nothing adverse against this person for such and such period.

It is some areas in india and all areas in Pakistan which puts their PCCs in this format i.e. this person is living at address x since y.

So if your PCC mentioned address and only covered a period shorter than since the age of 18 (it seems 3 years at your last residence) then this would cause them to invalidate it.

You don't have to share the 6 month bank statement. Bank Certificate with all required details is sufficient. But if your wish to share statement also thn details in both the documents like current balance, address etc should be same.
