Are you mentioning about your EE application or OINP application. If it is EE application, did you submitted all your educational documents along with ECA ?

ECA copy from the issuing organization is needed by OINP not to CIC. For CIC as far as I know ECA scan copy along with the educational documents alone is sufficient. CIC then will crossverify on the WES etc about the ECA report.

The OP is talking about his eAPR and not his Ontario application.

Make CSE with polite response. Prepare all the list of travel history, insert one more remarks column and highlight with different color which you have not included previously

No scan of ECA report is needed in EE. You only need to provide them with reference number!!

No, when your are submitting your Educational documents you need to include your ECA copy as well in that list. I have seen enough number of cases in the same forum where they are rejected for not submitting the ECA copy with the Educational documents.

That is correct, there have been multiple such cases.

I don't think there is a separate section to upload ECA. You have to upload it along with your educational documents.

Incase if u have missed it, you can raise a CSE and request to reopen ur application.

They not only require ECA but also a copy of the degree certificate. If the certificate is not in English or French, you need to get it translated and notarized and upload both the original and the translated version. I remember seeing cases where the applicant was rejected because S/he did NOT include degree certificate.

You are wrong. CIC states

A scanned copy of the ECA is not required when submitting the e-APR but may be requested by CIC at a later date.

We all know that what CIC says is different from how it operates. This is one of those out-of-sync aspects of the EE system. People have been rejected for not providing an ECA, people have been rejected for not providing a copy of the degree certificate, one person who was in the US for only 5 months was requested a FBI PCC. These things happen on a daily basis - So, if I were you, I would better try to be safe than sorry. Uploading a ECA is not going to cost you anything.

I think no 2 cases are the same, and perhaps some did not enter the ECA # properly.

Either way, I would urge everyone not to take the risk. There is too much to lose - uploading a ECA is an effortless task. This is, of course, only my opinion.

This was in the early days of EE. There were refusals because someone (probably 2 or 3) failed to upload their degree copy when it was explicitly asked for by CIC in the document checklist. If my memory serves me well, ECA was also asked for explicitly back then. Probably CIC dropped the ECA requirement at some point in time while still retaining the degree copy requirement. However, the generic advice on the forum since then continues to be - upload ECA and degree copy, transcripts not required, translate if degree copy is not in English or French, add IELTS along if you want though CIC never asks for the TRF.
