For the above point mentioned, i need to know if i would need a new PCC. Here's my case :6. PCC was issued on a date before the applicantâs departure date from the Country.
For example, Mr. X is a smart cookie. Resided in Germany for 9 months and left Germany on 30th October 2015. Being smart he thought to apply for the Police Clearance Certificate from Germany and received it on 28th October while departure is after 2 days !! Applied for PR in Canada and uploaded the PCC issued on 28th October, while he left Germany on 30th October while filling travel history. His smartness has not paid him and he got rejected for the reason above! Donât try this (at home), Readers discretion advised!
If needed raise a CSE with an LOE explaining your mistake.I've got a rejected application due to missing police certificate. I applied again and mentioned that i applied before but didn't answer yes to the statutory question. Is that a comcern? I thought only refused application must be mentioned.

So you should have replied yes to both questions if it's not the case just explain it on the CSE, not the end of the world, don't worry about it.The two suspicious questions are:

My old application was rejected for incompleteness during R10 check.

Yes and i also read about a similar case on this forum where an applicant got PPR with no issues answering NO to both questions. Howeevr, conflicting opinions got me in doubt...In my opinion, you are right in your understanding, it was just cancellation of your application and not a visa rejection by any means .
