I applied for citizenship by paper in November 2019 and still waiting for test. Is it possible to apply again online while paper application is still in progress or have to cancel after one?
 
You would have to tell them to cancel your original application and then wait for confirmation they have ceased working on it, then apply online. If I were you I would leave the paper one active.

Agreed. Plus you won't get your fee back since it's in process. The confirmation for them to confirm withdrawal would also take ages since they are working at a reduced capacity.
 
I'm in the same boat as you are... I also applied in November 2019 (single, Vancouver office - details in my signature). I was considering the same thing as CIC is a total disgrace however I decided to suck it up and keep waiting while calling, applying for urgent processing, writing letters to Vancouver office, bugging MP etc...

I've been in touch with a lawyer company and we will sue IRCC once I have my passport in hands.

Thanks guys for your input. I will just wait. My finger print got expired in March this year and have not got another request? Will I have to do finger print again as my finger were done March 4 2020

I can see IRCC getting away arguing mitigating circumstances due to covid etc.

Are you saying that you requested urgent processing and your request hasn't been taken into consideration?

No, they never responded to my urgent processing request. Each time I just got their template answer "how to apply for urgent processing".:mad:
Which is a pretty stupid answer as that's exactly what I did... but nope, CIC has a feeling like they need to tell you what to do even though you just did it :p

Sorry to hear that. This has been a very painfully ambiguous situation for all of us.
