Ready for visa letter

Hi all I just want to ask a simple question, I got an email from Cic today and the body says Ready for visa letter, does it mean PPR? because I already paid the RPRF and sent to them , but in the email saying if I havent paid yet I should pay before receiving the Copr.

They are asking to pay RPRF and biodata, but I already did this...
