Re submit a returned application

Hello and thanks in advance for any help

I received my application because it was incomplete. Indeed, the CIC couldn't get my payment (my credit card declined the transaction 3 times) and I want to submit it again, but I have a few questions and was hoping I could get advise here:

1) how do I know if there is anything missing? I see other pages highlighted in yellow, always on my family members names
2) should I re print the forms and documents or send the ones they put annotations on?
3) how much time I have to that? My concern is that according to the Manitoba letter I received, my application must reach CIC BY 7/25/14 (and I nade it by then), however, my new submission won't make it (we are in October already)

I will really appreciate any help I can get here!

What thing was missing in your application package ? Is tbere any letter they send with your return application ?
I think you can send alll the forms that you send earlier if there is no error

There was a note, at the very top, saying:

- Please, see the highlighted items on the enclosed checklist or the enclosed Appendix

And below, it reads, highlighted in yellow, the following:

As your application does not meet the requirements of R 10 of IRPA, it is incomplete. It is being returned to you for this reason. Your application has not been processed and no record has been retained. Your application fee was not processed and is also being returned to you.

Right after that note, I saw the 3 "declined" payment attempts and then all of my forms. The checklist I sent doesn't have anything highlighted. And most of the other papers (such as birth certificates and police checks) does have our names highlighted.

I don't know what to do, how nor by when...

I have read in other topics that you can re-send the same documents if they were not the reason for the application being returned. I have also seen people talking about their documents being marked-up everywhere so don't worry. Just a note on two of the forms (background and additional family I think) it asks to write the names in your native language. Just make sure you have done so.
As far the Nomination Letter Expiry goes, "as far as I know for AINP", you have to apply for nomination extension and they will send you a new letter with a new expiry date. I am not sure about the rules of your province.
It is always a good idea to call CIC or your province immigration to ask the question and get an official response, that way you are sure that you have done the right thing. They have been helpful whenever I have contacted them.

Honestly, I don't remember...
I do remember I asked the Province to send me an updated letter explaining the Federal Government the issue and asking for an extension.
My issue was that the payment didn't make it, so I had to pay my fees online and send the "ticket".

I think, though, I sent the same papers, as some of them had wet stamps on them, such as the birth certificates. But I don't recall.

I'll do my best to see if I have a printed copy somewhere, which would tell us what I had done.
