Yes. The OP has been rejected multiple times but he/she didn't share
the reason provided by the CIC. Anatalia is merely asking for a missing information.
Although I have not been in similar situations, I wouldn't consider $450 spent on a major life choice to be a waste. I can't imagine leaving a life in a city/ country I like because I don't want to shell out $150 per application.

I personally believe you should consult an immigration lawyer at this point. The history of rejection on your record will likely cause you problems with further application, even if it's under a different stream. If you are eligible to apply for CEC, BOWP following AOR may be a good option for you. Also, if you are not completely certain on the reasons behind your previous rejections, you should consider obtaining the CAIPS notes.
