Hi,
While CIC states PR card processing time as around 22 days. I think it takes 40-45 days for the end to end process. (Goku last updated his PR card in 43 days.
Sin you will get immediately from Services Canada at the Airport when you land. Assuming you are landing at Lester Pearson. Else if a counter is not preset you can always walk in to the nearest Services Canada centre and get a SIN.
For Toronto, there is a 90 day wait before you become eligible for state health coverage. Before that you need to have an active private insurance to give cover for medical exigencies.
Drivers Licence, in Toronto you need to apply within 60 days to take advantage of you local DL and get a G2 licence.
3 weeks may not be ideal time. I suggest 6-8 weeks at least to get all paperwork sorted.
Question, why travel now and again after 6 month's. You initial visa will have a validity for a year from meds received. Why not take the one travel post you are sorted in India?
Rationale - You need to be 2 out of 5 years physically in Can to retain you PR status. With you current plans, you already exhaust 6 months outside the country thus leaving only 2.5 years where you can be possibly out of the country.

hi,
the first time landing my husband and i were planning on going for 3 weeks.
Apply for PR, SIN & Health card....probably even buy a local phone number so we can use that as contact details on our CV and proceed from there to try and get a job
before we land again may be 6 months later to permanently live there ... is 3 weeks good enough to all the paperwork done?
