Re-apply Visitor Visa to Canada

Hello,

I applied visitor visa for my mother and got it approved. I did not know that [unlike USA], that the visa expiry date is equal to the passport expiry date. Her visa was approved for an year and expiry date of passport and visa is Sept 24, 2018. As the passport was expiring, I renewed her passport and now she has a new passport and the visa [expiring soon] in the old passport.

Questions:

1.) I assume I should apply a new visa for her with the new passport?
2.) Should I wait till old visa is expired before I re apply?

I tried calling CIC phone number but it keeps saying "we are experiencing high volume...cannot transfer now...try again later"

Kindly help with the details if anyone has info on this.

If she intends to travel before the expiry of the current visa, she must travel with both passports.

Otherwise you can apply for a new TRV from scratch right away. You needn't wait until her current TRV expires
