The document is correct - you may be eligible. They want to avoid people who are eligible not being aware of the possibility. The document even mentions the points system, that it can help you qualify for Permanent Status.
The best way to arrive at the conclusion that international students are poor choices for an immigration program is to actually meet some international students. Canada can do better than most of them.
