Care to elaborate? I thought so too with the 400 CEC and then it stooped to 397 ;/ ...why
IMO, The number of CEC's in the pool are declining and not entering at a fast pace like it happened after CRS 75 draw. Probably the pool is dried. If IRCC want to do more CEC the they'll get only 100-200 CEC's with far more lower CRS than 75

The idea is that they want to keep the scores from dropping too low so they split the draws until more people close to 400 came into the pool and had a smaller draw to meet the bi weekly quota. It may seem that they're stalling until all program draws resume. Wishful thinking.

Canadian Visa Expert: Canadian Immigration Expected To Rise Rapidly

Canadian Visa Expert is preparing for a substantial increase of people around the world applying for immigration to Canada during the second half of 2021 and extending at least through 2022.

There has been an upward trend in the number of immigrants moving to Canada each year, rising from 271,847 in 2015 to 341,180 during 2019.
This increase in Canadian immigration is partly due to the attractiveness of Canada as a good place for immigrants to live and work abroad, but also a result of policies enacted by the government to attract more foreign workers to help fill thousands of Canadian job openings.

Canada is also a compassionate country that opens its doors to help more refugees than any other country on Earth, including tens of thousands of refugees who fled the conflict in Syria.

The travel restrictions imposed in 2020 by governments around the world to combat the spread of Covid-19 had a major impact on international immigration and Canada was no exception, with only 184,370 new immigrants admitted to the country last year.
Nonetheless, according to Canadian Visa Expert's team, skilled immigrants are needed to help replace millions of Canadian workers who will retire this decade, as well as to fill new jobs in Canada that will be created by its growing economy.

The Positive Forecast
The Conference Board of Canada forecasts strong 5.8% GDP growth for the Canadian economy during 2021 (the highest rate in 14 years) and a healthy 4% GDP increase for 2022.
It is predicted that Canadian consumers, who saw their wealth increase by an average of 12 percent in 2020, will drive Canada's economic expansion over the next two years with pent up demand and strong spending.
"The key to opening up both the Canadian economy and the country's borders is the success of Canada's vaccination program," noted a researcher at Canadian Visa Expert. "We're forecasting a spike in Canadian immigration starting during the latter half of 2021, once enough people living in Canada have been vaccinated against the coronavirus to allow the economy to really take off and the borders to re-open," he stated.

On April 10, 2021, Prime Minister Justin Trudeau declared in a speech at the national convention of the Liberal Party that, "every Canadian who wants to will be fully vaccinated by the end of the summer."

"The immigration level set by the Canadian government for this year is a record 401,000 new permanent residents and there is strong worldwide interest by foreign workers to relocate to Canada, so we're anticipating a very busy third and fourth quarter," explained Kristen R. Carr, Canadian Visa Expert's public relations manager. "In fact, many people are already contacting us to get a head start on the process that generally takes about 8-12 months," Carr said. Most people who immigrate to Canada (about 60 percent) are skilled foreign workers and their family members, with the majority applying for permanent residency through the Express Entry Canadian immigration system.

"Over the years, the majority of our clients who have been granted permanent residency in Canada have been approved for the points-based Federal Skilled Worker Program (FSWP) through the Express Entry system," added Carr from Canadian Visa Expert.

I think they are talking about 75% receiving 1st dose which is very much achievable in July. US has the same numbers and thats why they have open most cities and states.
The vaccination rate is about 10% each 11 days right now. As for today, they are reaching 50% of total population vaccinated with one dose. If they keep on like this they're going to reach 75% with first dose before 21st Jun. That is only if they keep the current vaccination rate... But I'm hoping that they'll take a step further and increase the rate even more.

Ps.. you can’t be comparing the US with Canada in terms of percentage, the US has a population of 328 million, Canada is barely 38 million, so if the rate of vaccination which has been going at a commendable pace continues... Canada will always reach the threshold before US. Come out the dark!
The 75/20 plan also considers eligible residents. Which are the 12+ people. Canada is currently at around 56,5% and at the current rate of vaccinations, even the slowest province, which is PEI will reach 75% in 26 days, while the fastest province (QC) will reach it in 15 days.

I agree with what someone said above about the pool being probably dried. I believe they'll eventually run out of CEC applicants above 350 and they'll either have to do another crazy, low score draw or resume FSW. Maybe this will coincide with the easing of restrictions and a better vaccination scenario in Canada, which would allow the latter.

But that's just my subjective, optimistic view. I'd keep a few alternative plans if everything goes wrong such as planning for a study-based immigration.

The important is that we don't lose our hope. We've come so far.

I misunderstood, I thought that they were saying 75% fully vaccinated aka 2 doses , if it is only one dose than it is achievable, however even if the population is only 38 millions it is still hard to reach 75% fully vaccinated by June 20th , more like it by September it seems doable but I do agree on only one dose and the 75/20 ratio it is possible.

One big question. If they meant 75 % one dose for adult population or people eligible for vaccine, then it is achievable. But if they meant 75% from overall population, will it be achievable? Only around 80% of people in canada is eligible for a vaccine. Only if there is no Vaccine hesitation between people, then it is achievable.

Please, calculate the slope of the graph as well as its estimated date of resumption for All Program Draws. These values will offer the graph a more perspective value and use..:cool::)

Whoa ! folks here are tired of speculations, It's better if whoever is viewing the charts, make a speculation about it by themselves.

Only around 80% of people in canada is eligible for a vaccine. Only if there is no Vaccine hesitation between people, then it is achievable.
It's achievable yes. hoping the Virus ain't undergoing mutations at a quicker rate, still it's achievable but causes slight delays
