If FSW-I didn't get preference now, it won't later. Graduates can't apply as FSW-I (there's no such stream as FSW-I by the way, there's only FSW. no distinction between inland and outland) if they don't have at least one year of experience. In fact, the only program any graduate can apply while having less than one year experience is the recent international graduate stream, which has already reached it quota. So no, no graduate with less than 1 year of experience can apply for PR at this time unless new streams emerge.
The CIC news reported that IRCC would consider doing this stream again. : /

IRCC is not yet in a position to comment on this, and have not made any indication to this effect, but it may eventually welcome more English-speaking graduate stream applicants to compensate for the refusals. IRCC has done this in the recent past after holding their Parents and Grandparents Program (PGP) lotteries. Some of those invited through the lottery choose not to go ahead and submit applications, resulting in IRCC then inviting new applicants.

Air Canada's financials are of no concern to IRCC. Literally no correlation.

Wasn't the main motivation of all actions on EE about financial situations and economic concerns? Apparently it wasn't, like I said before. The money air canada loses is money canada itself loses.
Be that as it may, businesses losing money doesn't impact IRCC's operations at any level, in so much as they get their marching orders from Ministerial instructions. You can't have economic recovery if people are getting sick and unable to work due to a pandemic or otherwise, which is Parliament's main concern. There's at best, an indirect line you could draw from Air Canada to the border situation.

Canada’s Immigration Minister Marco Mendicino delivered a keynote address on May 12 called “Modernizing Canada’s Immigration System.”



Mendicino gave the speech at a virtual event hosted by the Canadian Club of Ottawa. Since 1903, the Canadian Club has hosted prominent speakers to discuss the country’s most important issues.

Immigration has been a critical issue well before Canada’s founding in 1867 and is emerging as an even more important one during and after the pandemic.

In late-October, Mendicino tabled Canada’s Immigration Levels Plan 2021-2023. The plan calls for the highest levels of immigration in Canada’s history to support the country’s post-coronavirus economic recovery. Canada is now aiming to welcome at least 401,000 immigrants per year, and early statistics show it is on pace to achieve this target in 2021.


Under his watch, Immigration, Refugees and Citizenship Canada (IRCC) has been pursuing an ambitious agenda throughout the pandemic, even despite travel restrictions.

For example, it held the largest Express Entry draw ever on February 13 and launched six new permanent resident streams on May 6.


Mendicino began his speech by noting that despite COVID-19 challenges, IRCC has kept immigration corridors open to allow essential travelers to enter the country safely. Moreover, Canada continues to provide humanitarian assistance, and is currently the world’s number one destination for resettled refugees.


Looking ahead, Canada needs to end paper-based applications, said Mendicino. Canada is heading towards a modern immigration system.

Currently, Canada’s immigration system is bogged down by paper and is outdated.

All applicants will eventually be able to make their submissions online and track IRCC’s progress. For instance international students will only need to complete one single online application. New Canadian citizens will be able to take their oaths online. The minister said that some 50,000 new Canadians have participated in about 9,000 virtual citizenship ceremonies over the past year.

Mendicino stressed the importance of moving away from the aging Global Case Management System (GCMS).


Last month, the Canadian government proposed a nearly $430 million investment to modernize its information technology infrastructure.

The investment will allow IRCC to process applications much more quickly. The state-of-the-art platform will be the cornerstone of Canada’s modernized immigration system. Mendicino said a major goal of the new platform is to inspire the confidence of Canada’s immigration applicants.

A central part of Canada’s current immigration strategy is to transition those already in the country to permanent residence. This encourages them to settle in Canada and make long-term contributions to Canada’s prosperity.

Mendicino hopes that Canadians will look back at these efforts and appreciate the major contributions essential workers and newcomers in general have made to help the country combat COVID-19.

Nothing i've said contradicts what i said at the time, Canada was very behind in its vaccine rollout. It still is actually despite the improvements.

But we're finally turning the corner and more vaccine supplies are forthcoming, so yes I adjust my opinion when information is available which suggests improvement or decline, like any educated person. I go with the figures and facts, i don't get in my feelings like others here.

My most optimistic prediction was that we would have full vaccination by September, that still won't be achieved unless supplies increase further. Even then there's no guarantee that international travel will be restored immediately after.

So yeah, a "confrontation" tantamount to much ado about nothing.

You were the one spouting unrealistic nonsense like international travel would be open by May.

As outsiders, we cannot comment on their actions. I am an Indian living in the US. I felt US did a terrible job last year but they came back strongly in 2021. When I see India now where bodies are floating in the Ganges, I feel that I am lucky to be in the US. My friend who lives in NZ doesn't think the US is doing a good job even today. Each country has a different motive. Canada may not think like India and the US, but maybe they wanna follow the UK. But if Canada wanna be like NZ, then god forbid, Canada will be closed forever.
I'll leave Canada and hand my PR over to someone on this forum if FSW is discontinued. The govt. will restart FSW sooner than later - essentially, if you are living in a million dollar house in the GTA, get ready to see its value soar to 1.5 million in the next 3 years. Unaffordable housing and average salaries FTW!

Canada Sees 22,500 New Immigrants In March, Towards 2021 Target Of 401,000

Canada saw 22,425 new permanent resident arrivals in March, the third-highest monthly immigration total since COVID-19 travel restrictions were imposed. The latest federal government figures show Canada welcomed 70,500 newcomers in the first three months of the year, compared to just over 69,000 in 2020 – a solid start on its way to an ambitious target of 401,000. January to March was easily the most prolific quarter for Canada immigration since the start of the coronavirus crisis.


However, the numbers are still well short of those needed for Canada to its target. If 70,500 newcomers are welcomed every quarter this year, the total would reach only 282,000 permanent resident admissions. Ottawa is clearly expecting a major increase in the remaining three quarters, boosted by the new pathway the permanent residence launched last week, through which it expects to receive 90,000 applications from international graduates, healthcare workers and other essential workers.

Canada’s vaccine campaign is now fully underway, with Prime Minister Justin Trudeau reassuring Canadians that anyone wanting to be vaccinated will have their injections by the end of the summer.
