I actually called them twice, once in December 2020 and in Feb 2021 (just after completing 6 months). Both times I got same answer eligibility is passed and everything else is not started.
Just want to chime in a bit although I’m not in the same boat (already got my PR and landed before the whole covid thing started) since I was talking to one friend of mine the other day about this same topic. Feel free to ignore this.
I feel like at the end of day these come down to how much you‘re willing to go to secure a PR here or in any other country. Other friends told me that Singapore, Australia, New Zealand were all welcoming to immigrants in the past, but they aren’t any more, and without a degree there, it’s pretty much impossible. It’s inevitable that Canada’s also going down that part given the insane amount of people applying for EE, be it FSW or CEC or PNP.
Time isn’t really on everyone’s side here. The more uncertainty the situation is, the harder it‘s to predict what’s going to happen. If you read Canadian news, you see how bad the government is dealing with the pandemic. The messages change everyday but there’s no hope in controlling the number of cases. Best case scenario would be for the vaccination effort to catch up with it and things go back to normal.
Meanwhile, people are still losing points day by day. Apply for PNP if you must, get a degree if you can, while the pathway to PR is still probable. Hope alone can get people only so far. At the end of the day it's how much you want it that will see you through. Sometimes I see people asking whether they should redo IELTS, learn French, or apply for PHP and waste $1500 or so — and I always want to comment just to say, hey, think about how bad you would feel if you miss the cut off point by that much, and you could‘ve done it if only you tried a little bit more.

Eligibility passed was by case processing agents too. I have the same status. Files are not even touched by visa officers yet.
Yeah, I am not expecting any progress to happen in near future but hopefully something by the end of the year.
Very hard to say with any certainty, my own feeling is that approved PRs will not have to wait for general travel restrictions to be lifted for them to land, IRCC will plan it in a way where they will be able to land in batches with ALs. That could start happening as early as June, and maybe an ideal scenario would be to test and vaccinate them when they land.
Of course we need to catch up a lot with the rollout for that to happen, which will happen eventually but we don't know when exactly. Cases are still increasing and with the nice weather, even with the stay-at-home order a lot of people are still going to go out. They won't miss the spring and summer for anything less than the bubonic plague.
I'd say best case scenario is October. Maybe a draw at the end of December, but don't be surprised if it's next year. A lot of these new programs you're seeing for inlanders is to offset the reduction from FSW candidates.

Once upon a time, Ottawa used to be the office that used to process applications the fastest- I got my PR in almost 2 weeks back in 2017 from this office. Good luck everyone !
Do u guys think this new program would increase or decrease The cut off score for all program draw? There are different anlaysis about how this new steam would affect FSW scores

Increase. With more FSW candidates accumulating in the pool and all program draws being delayed more. But there is also a limit to the score an FSW candidate can get, since the majority of them will master's + 3 years exp and under 30. So the score will stagnate in the low 480s, but will probably remain in the high 470s for several months.
