I said that because, what is the reason for not conducting draws when there is no deadline? They can give out ITAs and not process applications for 5 years if they want.

From what I surmise, the only reason for not conducting draws is to minimize the time it takes to process applications.
They are not even processing FSW applications from 2019 and 2020. How are they going to meet the quota if these people don't become PR?
They just want to reach the number and grabbing available people already in Canada is the way to achieve it.

From what I've read in the forum, most 2019 and early 2020 applicants have their applications approved or have already gotten COPR... just aren't allowed to travel yet.

Very few FSW-O folks from 2020 got their COPR's. I can see a ton of applications completed all stages but no update after that.

You are wrong, very few FSW-O folks from 2020 got their COPR's. I can see a ton of applications completed all stages but no update after that.
But he said they either got COPR or their app approved though. Lol

Some were processed last year and most have been stalled for many many months. It's not difficult to check the numbers, go to the immitracker and look at the percentage. What you said is simply not true.

Very few people from 2019 and early 2020 have no approvals. Almost all have got approved. I don't have a proof for this but I feel like it's just an exaggeration that AOR from 2019 and early 2020 isn't processed. In my friend's case, he applied from the US and left for Melbourne for work. He is an Indian citizen. He received a request to submit a proof of address and that's it. No more updates afterward. These unique cases are the ones that are still under processing from 2019 and early 2020.
I did not say early 2020. Simply look at the aggregate numbers it's not difficult to see. As I said some were processed last year but basically no movement for a long time now.

To July not August. Issuing COPR requires the officer to review the files again. All stages completed is not the same as getting COPR.

Are you sure about that timeline? I got my FSW ITA in July and we submitted all our documents by August, last update I got in my profile was on October 16th 2020. I know my eligibility is passed though and no updates after that.

Have you called to speak to an agent? Most people I know with your AOR are approved. Pending final review and COPR issuance.

I applied within a few days after getting ITA in July. No movement since the file moved to Ottawa in early September.

Wishful thinking aside, when can we expect the resumption of FSW-O draws?

(I ask this with complete understanding of that fact that the answer will be a speculation)
Optimistically, I think September. Once the majority of Canadians are vaccinated fully, assuming the infection rates (specifically, the severe case rates) fall. We can't say how effective Canada's vaccination strategy will be until we get past June. For now, cases are rising daily, so really, the best case scenario is September imo. Anything earlier than that is wishful thinking.
