I am talking about CEC's only and they already went through the required security/background checks when they were issued their temporary permits.
@legalfalcon this article references a dated (2011) government report that says there is a higher level of security screen for PR applications, so even if someone is inland (CEC or FSW/PNP Inland) and has already had a security check as part of their temporary work permit app, the PR security check could still take a long time. Is that true/still valid?

The above link <https://bit.ly/39fZ19o> has the security screening manual. Page 26 of the manual clearly states the the security screening for TRV applies to the TRV only and if an applicant applies for a PR, then the security screening will happen again.

But how can they leave very old applications pending and approve new ones? Makes no sense and they keep giving out a ton of invitations. This new immigration minister seems supremely incompetent.
And as per him temp workers and students are no threat to Canadians but permanent residents approved after 18 March 2020 are

By reading the page I found this passage which explain the delays:
"For permanent residence cases, we noted that there was a formal agreement on service standards in the 2006 memorandum of understanding between CIC and the CBSA, which stated that advice will be provided to visa officers within 9 to 18 months. Through our file review, we found that the CBSA had completed its analysis in less than 9 months in 67 percent of the cases and exceeded 18 months in 19 percent of the cases. "

That...doesn't explain much in terms of actual processing delays when it comes to Eligibility stages (affected by IRCC workforce not physically going in due to COVID) or Criminality (delays in transmitting to, and receiving information from, the RCMP and other partners)

This is incredibly sad and scary. What a complete waste of time, effort, and resources. This is a wake up call to everyone to apply for GCMS notes after 4+ months, no matter how confident you are about your application (I think it even makes sense to apply for it multiple times).

Here is my question though. If he was rejected due to Security screening as some have speculated above, do you think it would have shown up on the GCMS notes? As far as I understand, the Security portions are usually redacted. Moreover, what can really be done from the applicant's side to fix Security issues? I wish he would give us more insight into why his application was rejected once he cools down, as this would be immensely helpful to the community.

This is also a prime exhibit of why it makes me furious when call centre agents don't give proper answers and ask us to just look at the online application status, which is close to freaking useless. IRCC should really be more transparent about the status updates for each stage of the application. Not only will this make the applicants less anxious (and more proactive about fixing issues/sending missing documents), it will also greatly reduce the number of people calling the call centre purely for status updates. As for me, I am going to increase my frequency of calls to once every fortnight and will keep badgering them until they give me specific updates. I don't care if the agents are frustrated by the same questions, it's our livelihood that's on the line. Maybe I'll order GCMS every month too. It's a small price to pay to avoid any surprises.

@caipsnotes What are some steps an applicant can proactively take to avoid heartbreaks like this (assuming they have filled out the application sincerely and to the best of their knowledge) ?
Security screening can be quite an opaque process and not sure one can fix some issue related to it per se. Can't really comment on the issues as one is not privy to the details. My current crs is 475 but will drop to 470 in April due to age.. will that score ever stand a chance or do I need to bump Ielts to reach 473 :confused:
My CRS score was 468 (till December 3rd with dual degree ECA) and I lost 5 points just before 20 days of Draw 170 (when CRS cutoff was 468). It was heartbreaking. But, now due to my new ECA (CES) report my CRS is 470. Now, I eagerly waiting for the coming FSW draws.

My CRS score is 485 and am a software engineer by profession, IELT's will expire next november. While waiting for FSW draws, got to know about Ontario tech draws. My concern is, if they conduct a tech draw in april before fsw draws, will i get an noi? because it seem's i won't since they usually send noi's to people with crs in the range of 460-470?

Yes, it's between 460-470. With your crs you should get invited, take in account that the IELTS should be valid when you apply, so after the ITA you should apply fast, so you need to prepare the documentation beforehand.
