I don't think they can conclude security and criminality without biometrics. Yep. Getting BIL is a sign that r10 is done, or else you’ll get a rejection letter saying your app is incomplete. Most inland applications until May/June only have pending criminality due to biometrics, the rest of the stages are complete.Sept 05
