How Can somebody with 439 be less qualified than somebody with 445-450? Honestly I did not get your point.This is a simple demand and supply problem. When there was less demand last year, the 413’s got in. Today, there are 250+ people entering the draw every day at 440 and above. IRCC only wants the cream of the crop. Nothing wrong with that.
As a country, Canada has the right to accept or deny any application without even having to explain the reason. Look at the Shengen Visitor Visa rejection cases. As applicants, we can improve our chances by exploring different options, be it PNP or Masters or French.
Take control of your situation and move forward. Don’t waste your time and energy in trying to control a situation which is out of your hands. Always remember that Canada is happy to accept you when others have closed their doors.

For the February 7th draw it took place about that time in the evening when everyone gave up and thought there would not be a draw that daylol people giving up at 10:30 am, what a shame.
They should bring back those 5pm draws to shake things up.

It depends on how you define "being qualified." To IRCC, the fewer points you have, the less qualified you are to their needs, as simple as that.
