Not correct explanation, if I understand your explanation correctly.Not necessary. For example, there are 4000 applicants with a score of 440 or above. Only 3750, i.e. the fixed draw size, will get an invitation and the remaining 250 will not receive an invite. The criteria here is first come, first serve, so profiles are ranked on CRS score and on profile submission date and the first 3750 will get an invite.
In this example, if cut-off score is 440, ALL candidates with scores of 441 or higher will get ITA, irrespective of when they submitted their profile (it could be just 2 hours back). Among the candidates with score of 440, only those will be given ITA who submitted their profile before the tie-break date/time. Others on 440 who submitted their profile after tie-break date/time, will not get ITA.
