Hi Guys, can you please answer my question.
Draw says that Tie Breaker is December 8, 2017, at 10:25:33 UTC. What does this mean?
For Ex - Person who has 445 score and he submitted his application let's say 2 weeks ago, will he be receiving the invitation or no?

It will come to that, however we have no information of pull distribution between 431-440. We only know there was over 6,5k applicants on April 19th.
It means that if you have 441 CRS (ONLY 441CRS, TBR does not apply to higher scores) and your profile was created later than Dec 8 2017 you will not receive ITA this time.
Answer to your question is: Yes, that person would receive ITA within 24hours from the draw time.
Yes, he will. If you're over 441 you will get ITA within 24 hours. Tie breaker is only for people who are at exactly 441. In that case, people who successfully created and transmitted profiles before Dec 8th 2017 will get ITAs. Everyone else on 441 after that date must wait for the next draws.
With 445, you will receive ITA, no matter when you have submitted your application. Tie Breaker rule is just for people with 441, as it wasn't possible to fit all of them inside the 3500 ITAs.

It is always the same, people who surpass the mark start asking questions like, will I get ITA? I created my profile last night with 748 CRS.
Guys, after about a year of struggle and wait finally I got my ITA today! Thank you so much for the support and suggestions. I will always be a Ray of Hope member and keep encouraging others to get Canadian dream.

Last year, at this very month, CRS scores were 415 (May 17, 2107) and 413 (May 31, 2017). I think I am one year late! 
Hopes up! Most likely during previous 87 draw we had about 2200+ Applicants above 451. On this 88th draw it was about 1874 so looks like we will start digging below 440 soon.
Predictions (right ones) are made by following comparison:
(Foretasted) Number of Candidates in the pool after 2 weeks from the draw day VS 3500 Invitations to apply.
You should get your ITA, however not within next draw. My prediction is that all 431+ applicants will receive ITA by October 2018. Earlier if we get some back to back draws (1 week gap or so).
