Need help on affidavit for reference letter from colleague if HR refuses
Is it as simple as printing out the details in a paper, make the colleague sign and obtain a notary stamp and signature on it? Any format will help

I would also like some information on the part where he wishes to mention that spouse will not accompany on his express entry, and then calling her on visitor visa while sponsorship PR is applied for?
I called IRCC and they said that as long as the police certificate is less than 6 months old at the time we submit our application, we are good to go! Thanks everybody for their input.
If you are PR your wife can't apply for visitor visa, because the ground for visitor visa is that you need to prove that you will go back. My friend is in the same situation (he fail multiple visitor visa attempts because of the stated reason) and the only way for him to meet his wife is sponsorship application which will take one year. In addition, sponsorship applicants will need to go through a very harsh interview.
That was an interesting eye opener! I would like to know more about the harsh interview, if you could elaborate?

If their spouses have the legal right to sponsor them, why would it be difficult? It's not like they are trying to take advantage from the system in some way, they are simply following the rules.
I would beg to differ. The website says "Please be advised that the OINP has commenced issuing NOIs under the HCP stream. " as well as "The OINP will be issuing NOIs on a regular basis to applicants, who at minimum, have a CRS of 400 and meet all eligibility criteria.".

CRS score range: 441-435
Date Express Entry profile submitted: January 1, 2018 to February 8, 2018 at 4PM EST
The OINP is managing the volume of applications to the HCP stream at this time. The OINP will be issuing NOIs on a regular basis to applicants, who at minimum, have a CRS of 400 and meet all eligibility criteria.
