In my example I showed 5 applicants each tied at higher scores (at CRS 423 and at CRS 424) but the number of invites was 3500 and they were anyways ranked better than 3500 so they don't have anything to lose.I agree with this. this is the most logical explanation but please try to understand what my point is.
There's a possibility that there's a tie between applicants with higher CRS score as well. What would be the treatment for such applicants? Wouldn't they consider tie breaker for them as well?

For example, I conduct an admission test for students to apply to my school and then I rank all the students based on their scores:
Student A - 99
Student B - 98
Student C - 98
Student D - 95
Student E - 95
Student F - 90
Student G - 90
Student H - 90
Student I - 88
Student J - 88
Student K - 88
11 students applied and got the above scores. I have only 10 admissions slots left, so who all would I invite?
The following 8 students would be admitted to my school for sure as they have the best scores.
Rank 1 - Student A - 99
Rank 2 - Student B - 98
Rank 3 - Student C - 98
Rank 4 - Student D - 95
Rank 5 - Student E - 95
Rank 6 - Student F - 90
Rank 7 - Student G - 90
Rank 8 - Student H - 90
Now, I have 2 more slots left, but I have to decide between the below 3 folks:
Student I - 88
Student J - 88
Student K - 88
So I need to come up with a tie breaker rule to select 2 students from the above 3 students.
I did not need to use the tie breaker rule for the below folks as they were not on the borderline:
B and C who were stuck @ 98
D and E who were stuck @ 95
F, G and H who were stuck @ 90

That person with CRS 423 only will remain in the pool if IRCC draw happens before his profile acceptance time. Otherwise he will get an ITA. If this example is not wrong one then this is likely the reason that they have mentioned he is still in the pool.I am not saying that they will not get an ITA. I said that there's a thin chance of not getting an ITA because of the Tie breaker rule. Whatever you said in your posts is correct except the CIC example mentioned on their website. Their example is correct as well, they have applied the FIFO rule and the whole pool is organized by the tie breaker rule now.
Tie breaker rule applies to each applicant at or above the CRS cut off.
New approach to rank candidates with the same CRS score
We can now break ties between candidates with the same rank in the pool.
The Express Entry system ranks candidates in the pool by their CRS score. In case of a CRS tie, the system will then rank all tied candidates based on the date and time that they submitted their profile.
For example:
The highest ranked candidates are invited during rounds of invitations. If we issue 3,500 invitations during a round, the system will pick the top 3,500 candidates at that time. The cut-off for the round is set by the CRS and submission date of the 3,500th candidate. It could look something like this:

Note, if you update your profile, the system will keep the original date and time stamp when you first submitted your profile. But, your profile will have a new time and date stamp if:
- you choose to withdraw your profile and create a new one instead or
- your profile expires and you submit a new one

If the draw happens before his profile acceptance, the applicant doesn't get ranked at all.That person with CRS 423 only will remain in the pool if IRCC draw happens before his profile acceptance time. Otherwise he will get an ITA. If this example is not wrong one then this is likely the reason that they have mentioned he is still in the pool.

I had the same question and I got that cleared when i attended an EE info session last week organized by the consulate. They confirmed that we can create two profiles , one of each with either one of the spouse as the primary applicant. so you are good to go.Hey guys,

I would be grateful if someone could help with my query. I want to know if I can create 2 EE profiles- one with my wife a PA and me as dependent and 2nd with me as PA and wife as dependent.
My wife's ECA is likely to be 2 or more degrees while mine may be only bachelors. However i am not sure if my wife would be able to get the experience letter from her company as its been sometime since she has left the company.
Hence the precaution of setting up 2 EE profiles. Pls let me know if this would be permitted. Thanks
