300K is the baseline, not the number for 2018, so that's for sure it is going to stay at 300K if not more. Even then, CRS will come down anyway and significantly, in 2017, CRS started to drop from above 450 and hit 413, it is already in 430s right now, just do the simple math and think about it.. it might hit the rock bottom pretty soon.. I personally believe it will be way too low than 413 even at 300K.. anything above is cherry on the cake.
Correct, it will be a minimum of 300k, possibly more, but to be decided next week. We need to hold tight and pray for a nice increase soon:

Immigration minister Ahmed Hussen told The House that the government will not go below that level next year.

hello members , please help me i am filling my profile. i completed two PG diplomas in Canada so when i filled my b.tech study it asks about the Canadian study. Do i need to add another row for the second diploma or is there any other alternative. Please reply and thank you in advance

Thanks to all in this forum.Just pasting the same question I asked from other thread.
Started my work in canada on Sep 15 2016.Created EE profile on Sep 9 2017 and got invited to apply under cec on sep 20.
Later on realised that I need to complete 52 weeks but mine is 51 something which is close but don't want to risk it.So I declined the invitation.

Now I got back into pool and will accept the invitation in the next round.

My question is
1.Do I need to create a new EE profile?bcoz my current EE profile was created before completing my one yr of exp.If yes do I need to mention abut my past EE profile.
2.Do I need to mention abt my past decline anywhere

Total Admission Range for all immigration categories in 2017 Immigration Levels Plan: 280,000 - 320,000
Total Admission Target for all immigration categories in 2017 Immigration Levels Plan: 300,000.

The key point here is the "Range". The minimum target for year 2017 was 280,000 and highest was 320,000 while the target was 300,000. The play field for the range was 40,000. Now it is clear that minimum target for the year 2018 will be 300,000 as the minister said this target will be met anyhow. So we need to wait for the highest target in the Range and the actual target number which should be a middle number between the two numbers. If my math is correct then the admission Range for all immigration categories in 2018 should be 300,000-340,000 and the actual target would be 320,000. And of course the economic class category will share higher portion of this increased number. Hold it tight lads, Good news is coming soon :):):)

I believe the freeze happens when the eAPR is submitted (when eAOR is received). Good luck.
For further strengthening your point, according to Immigration and Refugee Protection Act.

Exceptions Exceptions (2) Despite subsection (1), an officer may issue the visa or other document if, at the time the officer received their application,

(a) the foreign national did not meet the criteria set out in an instruction given under paragraph 10.3(1)(e) — or did not have the qualifications on the basis of which they were ranked under an instruction given under paragraph 10.3(1)(h) — because the applicant’s birthday occurred after the invitation was issued; or

(b) the foreign national did not have the qualifications they had at the time the invitation was issued and on the basis of which they were ranked under an instruction given under paragraph 10.3(1)(h), but (i) they met the criteria set out in an instruction given under paragraph 10.3(1)(e), and (ii) they occupied a rank that is not lower than the rank that a foreign national was required to have occupied to be invited to make an application.

In simple words, It says that IELTS and AGE are locked at the time of eAPR submission.

I would disagree. It say the contrary actually.

It says that the officer may issue the visa if at the time of receiving the application (e-apr) the criteria (crs points) are not met because of a birthday after ITA.

No, post ITA your profile is locked, so nothing can be changed. What you simply do is enter the new passport number in your eAPR and mention this in your LOE. If you have already submitted the application you can update you passport details by raising a Case Specific Enquiry.
