I do think there are many indications that OINP should reopen later this year. Ontario had planned all along to pause and reopen the streams to allow people to apply throughout the year, rather than letting all available spots get taken by May which happened in 2016. There were also numerous system issues in July, so they probably needed to reduce the load on their servers and perform system maintenance/upgrades (which they have a few times since July 25). As of August 8, there were still 1994 nominations available for the year, so hopefully they still need more HCP applications to fill the quota. But there were also many indications that I should have gotten at least one of these 2 jobs that I came close to getting, so I am feeling rather down. Unfortunately it was only in that last week of June that Ontario issued NOIs to ICT applicants with scores below 400, which was probably responsible for the surge in applications. It's anyone's guess when/whether they will do that again, especially since they seem to be more focused on attracting agricultural and construction workers these days.

Yeah I have a strong feeling that the real initiative is to convert certain cities into an IT hub ie Vancouver and Toronto. Given the political climate in the US more so towards skilled foreigners in the IT space, this is the opportune time to create a "Silicon Valley" city in Canada. If this momentum remains consistent, there is a likely chance that more companies will HQ in Canada.
