What do you mean by apply to Ontario? I don't believe you have to explicitly apply to Ontario, you just need to mark as one of the provinces in your profile and it is picked automatically if your CRS > 400. Is it not the case?

Nope, that is not the case. Evidently, they go through profiles (possibly based on NOC but they haven't revealed their NOC list to anyone) and then they are the ones who send the NOI.

I am 414 with spouse and 425 without..

414 is a good score, you may just need to wait for a draw or two, in a hope that you'd get an ITA tomorrow... therefore, creating a profile with your spouse would still be advisable. You'll have to go through the similar procedure anyways, with this one and the next, the difference is just money and time.
