I don't think so, because they have the template for the Ministerial Instructions.
Maybe they're working on it and uploaded it by mistake before having it ready?

Score will be around 415 with 3500 invites.

If today's draw is at 414, next time we're in brother.
Don't despair.

Not that I wouldn't be happy if today it reaches 410
But with that score distribution and the people who joined in this weekend, they would have to issue more than 4000 ITAs for us to get one.
So, maybe we'll have to prepare to get the ITA on May 31st.
