OINP is Ontario's PNP (Ontario Immigrant Nominee Program). If you meet their requirements you may apply for it after receiving a NOI (notification of interest). You may find out more on their official website ontarioimmigration dot ca (or just type OINP in google, it will be the 1st in search results) (sorry, I'm not allowed to post links).

Bear in mind that this was seen when I went to check for processing times, out of curiosity!
 
is that why they are delaying draws? Since thousands who got ITAs are yet to submit application?

I'm at CLB10 so no question of retaking IELTS.
The only section where I've scored low is Age :(
