No. I don't think 350+ is super low. There are some experienced skilled workers who just lose score due to age and lose the additional points for clb 9 by 0.5 in one of the modules.
If they get that additional points they would be in the 400- 410 range.
I think they deserve a chance too.

The applicant declined his ITA AFTER the 54th draw took place - so he missed the opportunity to get a new ITA.

Now he has to wait for the next draw.

Very valid point, as I am also below 400 despite of the fact having master with ECA equivalent to Canadian master and 7 years of experience in my profession. But bcz of IELTS not having clb 9 in all capabilities, otherwise I can reach 451 if i be able to achieve perfect IELTS score.

I believe score will go below 400 in near future.

very true...my brother on 390 just because of ielts score, also there are high chances of crs coming anywere between 380-400 later this year

That is possible. Well anything is possible although realistically, there are lots of people who got their PNPs and some provinces are opening their respective programs. I think this might have an effect of the CRS cutoff score for the next draws because some people who have low scores might increase their scores because of nomination but again this is just an opinion.
 
Really hoping that the scores don't go up suddenly for whatever reasons :-X

Have declined the ITA at 458, since did not want to risk the profile clearance by showing the incomplete documents for my certain work experience (self employment & and one where i see difficulty getting roles and responsibilities mentioned on the letter ). Removed them all from work experience and will declare in personal history.

My score remains the same, even after removing those work experience. Really, really hoping I get through the next draw, since it has been a roller coaster ride for a while : elation to get ITA and dejection to have to decline the ITA. :-\

also, i am waiting for some extra points for those having canadian siblings (as announced by cic as a future proposal) as i am a canadian PR

Your score is high enough. I don't think you should be worried.
