On the question related to why there were small draws in 2016 and why CIC gave the preference to syrian refugees than to economic migrants - To be very honest, I entered in the queue in April 2016 and then recreated the profile in May 2016 for OINP. But, OINP didnt open in May and they informed all of us on May 9, 2016 that there is a temporary pause.
I am researching since then about Canada immigration. I didnt find any official news from CIC, no webcast/pod cast, no news in media or so that CIC is giving priority to refugees then economic migrant. (My apologies for the ignorance, if there was any link/official news please let me know) One of the video uploaded by the Portuguese immigrant about the IRCC seminar in Edmonton highlighted that the small draws are due to huge backlog of paper applications and they too have to clear them. Remember, paper based applications were stopped in December 31, 2014. All the paper based applications in 2016 had a significant ageing (more than 12 months) and were subject to questioning to CIC about the delay.
It was bound to that CIC had to give priority to them and slow down on the express entry. We dont have the figures on what was the size of the backlog. But in 2015 and 2016, express entry was not only the source of economic immigrant, the majority (atleast half) were paper based applications.
All this story that they gave preference to refugees than to economic immigrant have been developed when EE applicant were waiting for their chances. Yes, there were stories in the news paper (online) that refugees got more than allotted quota. But, it was never highlighted that they ate the economic immigrant space or slowed down their queue.
My personal opinion is that from compassionate ground they definitely needed that human touch.
On NabilKhan''s question that CIC cant draw 7000+ ITAs every month. Well my views are - why not. In 2017 and hence onwards, EE would only be the source of Economic immigrant. Otherwise they dont have any other thread/stream/option to get the EI. Before 31 Dec 2014, it was all paper based and no information were ever published on the size, queue, waiting, volume handled by CIC etc. I do believe that CIC was handling the similar volume in the past, isnt it?
Also, they have increased the quota for economic immigrant this year. Dont you believe that they would have hired/relocated more resources to process these applications?
Based on the present information, I dont see any reasons for the decrease in the draw sizes. Also, keep in your consideration that quota for 2018 has to be more than this year. Please check the immigration quota news, report and videos (of last minister hon. J M) and this aspect was highlighted that in there would be increase in the quota in the coming years.
Immigration is one of the input/source of economic activities in the country. So does it mean that they will accept all? Obviously not. They cant accept all of those who would become burden on their social programs and benefits. Hence, for economic immigrants, they are going to select those with good human capital - good education, relative young, good in english and good experience.
I dont think, any of the immigrant with good human capital would become a burden on their social programs/benefits. They will give their best to contribute to the economy rather than taking the benefits.
Yes, last year there were many reports that they got more refugees than their allocated quota and we all know that initially refugees needs some support to settle down in the system. But on the compassionate ground when someone has to leave every thing in their home country and run to save the lives of his/her family, it should be accepted with open arms.
I already gave my prediction for upcoming draw - if it is on 15 Feb (valentine gift) then 438 with 3500+ and it it is on 22 Feb then 440 with 3650+.
