there is a quote from guy from ircc in it which said points will drop. Just wanted to share that but was too lazy for cutting instead posted whole post.
 
Indeed, at the recent Annual Immigration Law Summit, held this past November in Toronto, an IRCC representative stated that 'A reduction of points to candidates with arranged employment means the CRS cut-off will decline.

Decline from 498+ to 470+, all and all, nothing new here.

480s - 490s are impatient because they know they will most likely be invited in next draw. But the longer they wait, more people with higher score might enter the pool.
460s - 470s are impatient because they know once the 480/90s are gone, they are probably next. But god knows how many people fall in this range so they, also want to be invited asap, before more people with higher score enter the pool.

I am impatient because i know logically score are bound to fall but the thing is what ircc wants min score to be. Like this time they cud have touched 450is if they implemented the rule from jan instead we have 1 draw for more tgan a month. So if ircc wants scores to be 470 they will probably implement sibling scores as soon as crc touches 470. I just hope they dont

I have seen two draws of 472 and 470 where the cut off was below my crs but I was waiting for my Wes Eca then and after that things turned upside down and I have been waiting since then to share some good news with my family

U r absolutely right Castillo but predicting a drop of almost 25-30 points is a bit hard to digest due to which we all r worried . Had score been in 70s or 80s hopes would have been solid

For me, I think if CIC's change can't bring CRS point of invitees to a sub 450 then, with due repsect to them, the entire purpose of the much heralded change that unsettled!the entire express entry system for 2 months or thereabouts has been defeated and failed to deliver on its mandate which is to improve the system. It ould also be unwise to introduce another change when the system is yet to recover from the last change

On the contrary, I think the changes are very successful. They are able to kick out all LMIA backed candidates with very low human capital factors, and push the CEC candidates with 15 - 30 points. Therefore, all their objectives are completed. Before the changes, I only have 470, now with the bonus points, my CRS is 490. All my friends and I are very happy with the current situation.

Remember IRCC cannot control the average CRS points of the pool, it entirely depends on the number of candidates.

Ur point is correct the objective of CIC was to bring down cut off but what can they do when despite increasing the no. of invites the candidates with high crs are entering the pool every week are increasing by leaps and bounds. I don't think they can increase the no. of invites to 4000 to bring down the crs
