480s - 490s are impatient because they know they will most likely be invited in next draw. But the longer they wait, more people with higher score might enter the pool.
460s - 470s are impatient because they know once the 480/90s are gone, they are probably next. But god knows how many people fall in this range so they, also want to be invited asap, before more people with higher score enter the pool.

For me, I think if CIC's change can't bring CRS point of invitees to a sub 450 then, with due repsect to them, the entire purpose of the much heralded change that unsettled!the entire express entry system for 2 months or thereabouts has been defeated and failed to deliver on its mandate which is to improve the system. It ould also be unwise to introduce another change when the system is yet to recover from the last change
