Yea... Likely. But still... Cic have done happy suprises before :D
 
My guess is there will be a last draw for this year and it will be above 470 with 1500+ ITA cic just want to pull all the high score candidates for closing this year quota. Starting from next year they will reduce the scores to invite more ppl here I guess one day ppl like me 449 might have a chance ! This is bitter but is the truth, I would like cic to prove me wrong.

I think the next draw will be 2000 ITA's. CRS = 480.
It is weird though, why CIC is not taking high quality people which is between 440 to 480.
Everyone who could manage to score between 440 to 480, is definitely having very good English, good work experience, good education as well. It is a guaranty, however not all students who studied in Canada can be considered well qualified with exceptional skills having good communication. There will be some for sure but it cannot be guarantied for all.

I completely agree to the fact that people between 440 to 480 are top quality candidates. but seemingly, the government is promoting to the people having Canadian study and work exp. as they know the country better than outland applicants. It is their policy which can be debated but it is them who have to implement it.

PS: I am an outland applicant.

See, that's why I think they realised they made a mistake during EE setup with the 600 points for lmias.

In the past they have accepted those with 420+ skills and experience with no problem. In EE they would understand that those people would sit at 420+ points. I do not believe that they were aware of how many people with PNP and LMIA's would 'block' those people from being able to apply. This is why they changed the LMIA 600 point score.

I can only assume that CIC has the intention of inviting the past standard (420+) applicants moving forward. I fully expect draws to drop this year for that reason. CIC's standards have not increased or else the minimum work experience requirement would be 2 years, or only those with masters. You wait, 2017 the scores will drop :D

Yes you are right. In fact they are promoting Canadian education and work. So people will think about going to canadian universities and working in Canada which will benefit them if at all they decide to go for PR. So skills and talent are not CIC's top priorities at the moment.

Not only every applicant has to do this but if you are married your spouse has to do it as well regardless if they are accompanied in application or not.
