This is false. His score of 478 is above the cutoff score and therefore no Tie breaking rule.

In Draw #127, the CRS score is 464 and the tie-breaking rule is September 20, 2019.
In today's draw, the CRS score is 475 but tie-breaking rule is August 29, 2019.
For those scoring 475 and creating their EE profile before September 20, shouldn't they already receive ITA in draw #127?
May someone explain why the tie-breaking rule date is moving backward?

The tie breaking rule is based on the quantity of profiles at the current CRS cutoff.. So when CIC determines, for example today, that they are issuing 3900 ITAs, they hit the 3900 mark on the 475 score. Then it is given based on how many 475 accounts are there. So they go find the earliest account and give him priority of (Tie breaking rule date) and they keep going further down the calendar until they reach 3900 then THAT is the tie breaking date.
i.e.:
In Draw #127, the 3900 mark was hit on a September 20 profile
In today's draw, the 3900 mark was hit on a August 29 profile
It's all dependent on the number of Invitations that CIC is sending out in every individual draw
given the that the draw on September had cut off of 464, any score above the cut off should have already received ITA and would be removed from the pool. Question is how is it possible such high score candidates of 475 still existing as far back as late August?
Profiles created before Sep can be updated and scores recalculated.
These would be profiles that had a lower CRS score back then and were just waiting to get new IELTS results or Education or whatever that boosted their score. I had an EE profile 8 months before I actually got the required CRS and an ITA.
Well I feel bad for you. You had a Masters degree in Canada + CLB 9 thats already a dream for so many people. You lost 22 (88 instead of 110) points (given the case you are single) just because of your age. If you are my age (25) your score will be at 481 and you will for sure receive ITA at any given timeI have a question. Does NOC matter for CRS score? I mean I have a master's degree from a recognized university and 4 years of full time work experience, and I am currently a PhD student at Canadian University. And my score is 459, how are you guys getting such high scores? I mean now I am wondering wether I made mistakes when filling out the application, or is it okay that I have 459? Also I am 33 years old

so here's a thing people who had low scores lets say 440 maybe they scored better in ielts and they have updated their profiles IRCC doesn't change the date when u update ur scores and it still uses the same time whenu created ur profile it doesn't matter how u update ur score it never changes the date when u created ur profile hope make sense. For ex ( severus snape created a profile on may 20th, 2019 with 445 score and he went for ielts in august after that and had a nice result then he updated his file on september 15 and went to 480 CRS still consider him as may 20th candidate rather than september 15th candidate hope severus snape cleared your doubts).
