Nope, not everyone with a 450 is eligible. The tie breaker rule dates back to November 8th. If your profile was submitted before that - you should be getting the notification soon.

I just created my EE profile at 6:30 AM (UTC) on May 1st. At 7:30 AM (UTC), the system updated and said I got 516. Do I get qualified for today's draw (released at 12:00 PM UTC) or I have to wait until the next draw? I have not received ITA as of now. Thanks in advance.

Wait for 24 Hours and if you don't get ITA then you would need to wait till next draw.
