Yes that what they are saying. But strangely today again I spoke to CIC and they again told me that the job offer doesn’t have to be supported by an LMIA and this time they sent me an email with it. Lol. They want to see that you been working with the company and the wages is fair and it’s a B, A or OO job
@vmsanthosh.chn . Yes, if it's an ICT then yes you can can claim job offer points without LMIA, but you need to have your transfer documented through a written offer from the company branch in Canada. You can't claim job offer points just because you're working right now.
@Desean . LMIA isn't needed in this case particularly because it's a company transfer. It's LMIA exempt based on ICT exemption. Most other cases do need LMIA.

My husband has had loads of interest but they always end with, come back to us when you have PR.
He even had an interview two weeks ago with a US company who headhunted him, who were expanding to Canada but once they realised how much hassle it was to do an LMIA they decided to opt with using Canadians/PR holders.

So all in all they only accept Canadians and PR holders for jobs

Unless you are really really lucky and work in something niche that they can't get over there, then yeah it appears that way.
That's just in my experience though and what I've seen.
