well, I also couldn't submit the application after first ITA, but that's not because I took it for granted. I had already lost 5 points after receiving first ITA and had to struggle for months to get the second one. Sometimes you are not able to understand the requirements and submit the wrong documents. For ppl like us, who have lived in many countries, it gets even more complicated. You have no idea how many documents from how many countries I had to upload and how many I had to get translated and notarized. At the end, I did not transmit the information to IRCC coz i thought my POF wasnt as per their standard. And lol, after a few months I again found out that our POF was just perfect. All I needed to show them was our 6-months average bank balance. So ppl who hire agents have the upper hand in such scenarios. We try to do it all by ourselves, then struggle and learn our lessons the hard way. I don't think ppl should be penalized for letting an ITA expire, or declining it, coz those who do that will also lose 5 points after 30th birthday (Like I did)I would say lose more points if they don’t have a solid reason why they decline. They need to stop this practice.

But white dominate the Toronto demographics by 50% so I am not sure how that is possible not to see a white person in 3 months. Maybe the person was only hanging around with his own community.

In BC there is a city called Surrey that is predominantly South Asians, so probably if your friend lives in such communities then I guess it is possible not to see any whites for a while. I think your friend must be living in Brampton.
