I don't think things are as gloomy yet. In the last 24 draws, 14 times the CRS has been 442 and below. The CRS score cutoff has generally followed a negative slope since Nov last year. Most of the high scored draw
While we can't negate the fact that the number of aspirants has increased considerably but at the same time, we can't deny that the number of invites has also increased and pretty much remained stable this year.

Based on the current trends, 442 is a reasonable score. In case there is no draw today, then for sure the cutoff will be high and may take a few more weeks to settle down.

Out of the 14 times the CRS has been 442 and below, 13 times the gap between draws were 14 days or less. In case the draw had happened on Monday (Nov 12th) after a 14 day gap, the cut off would have been around 442 based on my calculation. It is just this delay that is allowing more applicants to enter the pool with higher scores.
 
Oh sorry I got mixed up with the dates :( So first time this year we have a 3 week draw :O

I would assume they would just do the draw as soon as the glitch is resolved if that's the reason for the delay - either later today or Thursday/Friday.
We already had multiple 3 week gap draws this year - Jan 10, Mar 14, Jun 13 (excluding PNP/FST program specific draw).

The cutoff will remain at 441-440 till march

It has been exactly 365 days since we had a non program specific draw with cut off below CRS 440. Nov 15, 2017 was the last time someone with a cut off below CRS 440 received an ITA! CIC has achieved the impossible!

Out of 3900 ITAs issued, CEC applicants decline it atleast once because they receive ITA 1 month before they complete 1/2/3 years of work experience (Date field not available, only Year and Month)
Now you know why and how the number game is played by CIC and you keep wondering why the CRS score isn't coming down.
Every year students come to Canada in huge numbers. And now it has increased by 30percent. So, the score will hardly go below 440. Plan well!

One of my banks wants an "at the request of" entity to put on the letter.

Should this be CIC or IRCC? I don't understand the difference between the responsibilities of the two organizations.
