RAMQ before "landing"

My wife has her approval for residency, we have the appointment set in Montreal for her "landing" to sign the appropriate papers, and the letter we got says she can sign up for the RAMQ right away but a phone call to them created nothing but confusion on the part of the people answering the phones. It sounded like it wasn't possible at all. Can someone shed light on this for me?

Current status is, approved for residency, applied from outside, currently visitor.

I believe you will need local residential address so that they can dispatch health card...

Thanks! But what I asked was whether she can sign up for the RAMQ having been approved already, not about the health card.

RAMQ is Quebec govt agency which issues Medical card and for that you need to be physically present as well as have physical address in Quebec...hth ...

Can she sign up BEFORE since she already has this approval or not.

I think you are confusing two things here. The Montreal immigration office to confirm your landing has nothing to do with Ramq. After your appointment and signing all the forms and being officially resident you need to go to the ramq office with the confirmation of residency. There they will give you some other forms to fill. They will ask also for a physical address so they can send you the medical card after 3 months. Hope it is clear.
