Overview
The Short-Term Employment Forecast (STEF)
provides a three-year overview of occupations
expected to be in-demand during that period. The
STEF results, along with other labour market
information, can help inform decisions to be made
by various stakeholders such as: the Government of
Alberta (GoA) in the design of effective labour
market policies and programs; employers and
industry in the development of strategic workforce
plans; educational institutions and training providers
in the design/development of programs that are
more responsive to labour market needs; and youth
or students in their education and career choices. It
also provides awareness to newcomers and
prospective immigrants on the employment outlook
in Alberta.
This 3-year forecast helps bridge the gap between
what is happening in the immediate future and in
the long term; the long term as indicated by the
government’s 10-year forecast, Alberta’s
Occupational Demand and Supply Outlook 2013-
2023. The long-term forecast examines which
occupations are expected to grow and by how much
the overall supply of labour will expand. The current
10-year outlook forecasts that Alberta will create
407,000 new jobs and that 311,000 people will join
the work force by 2023. In contrast, STEF only
examines the demand outlook for various
occupations in the next three years. As such, the
STEF does not estimate potential labour shortages;
rather, it examines which occupations are expected
to be in high, moderately high, medium or low
demand. This is the fifth consecutive year that the
GoA has released this short-term forecast.
The forecast reflects the GoA’s commitment to
supply relevant labour market information to
industry, professional organizations, institutions and
the general public. This also reflects the GoA’s
undertaking to improve available labour forecasts to
help inform the development of workforce
strategies, by both the public and private sectors,
that will help mitigate any occupational shortages.
The Alberta STEF 2015-2017 examines 467
occupations and ranks them into the following four
demand categories: High; Moderately High;
Medium; and Low. The first stage of the process
involves assessing the occupations based on number
of quantitative and qualitative indicators. Thresholds
for all indicators are calculated through a scientific
methodology; the more thresholds an occupation
meet, the more in-demand it is expected to be. The
second stage is the validation of the results obtained
from the first round using the most recent available
labour market information (such as layoffs under the
Section 137 of the Alberta Employment Standards,
number of EI beneficiaries, and jobs available) to
ensure optimal accuracy of results.

Methodology
The STEF methodology is based on robust
assessment of a number of quantitative and
qualitative information such as:
Key labour market statistics from the
Labour Force Survey;
Labour market information from
administrative datasets of the Federal
government, the GoA and the private
sector;
Industry forecasts; and
Results of GoA’s Oil Sands Information,
Labour Market Analysis and Projection
(OILMAP) workforce projection.
The STEF analyzes seven variables for each
occupation: six quantitative and one qualitative
measure. The single qualitative indicator is a
summary of three pieces of information. Please see
the chart below:
There are 467 occupations titles identified at the 4-
digit level of the National Occupational Classification
(NOC 2006) for which information are available.
Information for all 467 occupations are collected,
organized, calculated, analyzed, and summarised.
Analysis and assessment of the 467 occupations
involves a 2-stage process. First, each occupation is
assessed against the threshold value for each of the
seven variables. Depending on the number of
thresholds met, an occupation is either ranked as
High Demand; Moderately High Demand; Medium
Demand; or Low Demand. Second, the initial results
are validated to ensure optimal accuracy. The
validation process involves the use of the following
information: occupations impacted by layoffs under
Section 137 of the Alberta Employment Standards
Code; and the most recent data on Employment
Insurance beneficiaries and jobs postings.

Results
The following is a summary of the results for the 467
occupations analyzed and assessed:
14 occupations are expected to be in high
demand in the next three years;
54 occupations are expected to be in
moderately high demand in the next three
years;
110 occupations are expected to be
medium demand;
289 occupations are to be in low demand in
the next three years.

Overview
The Short-Term Employment Forecast (STEF)
provides a three-year overview of occupations
expected to be in-demand during that period. The
STEF results, along with other labour market
information, can help inform decisions to be made
by various stakeholders such as: the Government of
Alberta (GoA) in the design of effective labour
market policies and programs; employers and
industry in the development of strategic workforce
plans; educational institutions and training providers
in the design/development of programs that are
more responsive to labour market needs; and youth
or students in their education and career choices. It
also provides awareness to newcomers and
prospective immigrants on the employment outlook
in Alberta.
This 3-year forecast helps bridge the gap between
what is happening in the immediate future and in
the long term; the long term as indicated by the
government’s 10-year forecast, Alberta’s
Occupational Demand and Supply Outlook 2013-
2023. The long-term forecast examines which
occupations are expected to grow and by how much
the overall supply of labour will expand. The current
10-year outlook forecasts that Alberta will create
407,000 new jobs and that 311,000 people will join
the work force by 2023. In contrast, STEF only
examines the demand outlook for various
occupations in the next three years. As such, the
STEF does not estimate potential labour shortages;
rather, it examines which occupations are expected
to be in high, moderately high, medium or low
demand. This is the fifth consecutive year that the
GoA has released this short-term forecast.
The forecast reflects the GoA’s commitment to
supply relevant labour market information to
industry, professional organizations, institutions and
the general public. This also reflects the GoA’s
undertaking to improve available labour forecasts to
help inform the development of workforce
strategies, by both the public and private sectors,
that will help mitigate any occupational shortages.
The Alberta STEF 2015-2017 examines 467
occupations and ranks them into the following four
demand categories: High; Moderately High;
Medium; and Low. The first stage of the process
involves assessing the occupations based on number
of quantitative and qualitative indicators. Thresholds
for all indicators are calculated through a scientific
methodology; the more thresholds an occupation
meet, the more in-demand it is expected to be. The
second stage is the validation of the results obtained
from the first round using the most recent available
labour market information (such as layoffs under the
Section 137 of the Alberta Employment Standards,
number of EI beneficiaries, and jobs available) to
ensure optimal accuracy of results.
Objectives

information to help Albertans make
informed employment and career-related
decisions.
To identify occupations that will be in high
or low demand in the labour market in the
near future, and allow decision-makers to
take action to avert or ease potential
imbalances.
To ensure consistency in data utilization
and interpretation within the GoA.

Methodology
The STEF methodology is based on robust
assessment of a number of quantitative and
qualitative information such as:
Key labour market statistics from the
Labour Force Survey;
Labour market information from
administrative datasets of the Federal
government, the GoA and the private
sector;
Industry forecasts; and
Results of GoA’s Oil Sands Information,
Labour Market Analysis and Projection
(OILMAP) workforce projection.
The STEF analyzes seven variables for each
occupation: six quantitative and one qualitative
measure. The single qualitative indicator is a
summary of three pieces of information. Please see
the chart below:
There are 467 occupations titles identified at the 4-
digit level of the National Occupational Classification
(NOC 2006) for which information are available.
Information for all 467 occupations are collected,
organized, calculated, analyzed, and summarised.
Analysis and assessment of the 467 occupations
involves a 2-stage process. First, each occupation is
assessed against the threshold value for each of the
seven variables. Depending on the number of
thresholds met, an occupation is either ranked as
High Demand; Moderately High Demand; Medium
Demand; or Low Demand. Second, the initial results
are validated to ensure optimal accuracy. The
validation process involves the use of the following
information: occupations impacted by layoffs under
Section 137 of the Alberta Employment Standards
Code; and the most recent data on Employment
Insurance beneficiaries and jobs postings.

The following is a summary of the results for the 467
occupations analyzed and assessed:
14 occupations are expected to be in high
demand in the next three years;
54 occupations are expected to be in
moderately high demand in the next three
years;
110 occupations are expected to be
medium demand;
289 occupations are to be in low demand in
the next three years.

Glossary
*NOC 2006: Refers to the National Occupational Classification (NOC). The NOC is the nationally accepted reference
on occupations in Canada. The NOC provides a standardized framework for organizing the world of work in a
coherent system. It is used to collect and organize occupational statistics and to provide labour market

**NOC-S: Refers to the National Occupational Classification for Statistics. Statistics Canada's occupational
classification for 2006 is called the National Occupational Classification for Statistics 2006 (NOC-S 2006) to
distinguish it from the National Occupational Classification (NOC) put out by the Employment and Social
Development Canada (ESDC). (The two classifications differ only in the aggregation structure of the classification).
Both provide a complete listing of all the categories under which Canadian jobs are classified and their

Note: Statistics Canada and ESDC are working together to create one National Occupational Classification that
combines NOC and NOC-S. This classification will be introduced in 2016 using 2015 data.
Thresholds: Refers to cut-off values established for each of the seven variables used in the analysis against which
each occupation was compared. The cut-off values were based on data trends demonstrated by each variable. An
occupation may exhibit a value that is either equal to, greater than, or less than the cut-off value.
